The 15" powerbook has a DVI output. Is it possible to make it do output
at the HDTV standard 1080i, so that it can display on an HDTV/monitor?

Macs can not output interlaced resolutions natively from their built-in
video interfaces, but they can output progressive ones. You can almost
certainly get 720p though.

I do not know of any HDTVs that run at 1080p.
