I'm guessing here. So take my suggestions with a "Grain of Salt"
Have you tried power cycling the Airport base station. Maybe it just
needs to be restarted.
If restarting the base station does not do anything. You could try a
hard reset
WARNING: a Hard reset will return the base station to it Factory
settings and if you can not access it after that, you might also not
have internet access for your iBook either.
Before attempting this, make sure you have your manuals for the base
station. If you have misplaced your manual, find an on-line copy a the
Apple web site.
With the manual in hand, stick a paperclip in the reset hole and press
the button for about 5 seconds.
Now read the manual on how to setup your base station from scratch.
