I had this problem for some time until I found a fix on the Adobe web site
in the product support area (sorry - too long ago to remember where).
It is a file permission problem. PE2 uses some temporary space in the
application directory to store preview data. That has to be writeable by the
user. If you are like me, you installed PE from an account with admin
privileges and then run it from a normal user account. Look in the Adobe
Photoshop Elements 2 directory for the Preview subdirectory. Check the
permissions on that directory and everything below them. Change them to be
