Whew, I guess its a good thing that I am a long ways away from 2500 ranks!
Thanks for bringing that up though. All areas naturally become easier over
time. If someone is having a hard time with an area, they only need to wait a
few months and come back when they are stronger and their chances will be
greatly increased. Obviously there is no need for portals to bypass simple
difficulties.
Excellent point Lex, thanks!

non-use or preventing someone else using it are not 'valid' USES of it.

Physically interfered with an announced use of the portal? If so,

Ok, here goes.
If someone moves a portal to the Trainer's Grotto to enable others to
easily access those trainers, that constitutes a "use". Presumably,
the portal mover feels that they are gaining "something" by such a
placement (why else do all that work).
If someone moves a portal to a Lava Pit to prevent others from
reaching their desired destinations, causing them to fall and almost
certainly depart instead, that also constitutes a "use". Presumably,
the portal mover feels that they are gaining "something" by such a
placement (why else do all that work).
In either case, relocating the portal interferes with said use.
[Note that reducing or preventing loss is equivalent to gaining
"something". Also consider the word "deterence".]
So if a portal is intentionally left somewhere, relocating the portal
interferes with the previous use.
I don't approve of some of Klur's uses of the portal, but I recognize
that he is using them for his own gain. Which is no different than
anyone else.
What makes the portals different from most other discoveries is that
the latter have been generally beneficial. An expectation we became
addicted to.
The world is changing.

I'm sure quite a few people don't fit into either group. Those are just the 2 groups that
are conflicting the most over the portals.
Group C is sitting back enjoying the show.
Group D just wishes that the portals would drop off the face of Puddleby so that they would
never have to hear about them again.
Group E is in the middle, agreeing with some parts of Groups A & B.
Group F wants them tied to the Cloud for an exit.
Group G wants to figure out what the portals are really about.
..
..
..
Group Z couldn't care less what happens with the portals.

A cure is almost fucking free. Every single one of the parts goes for
less than 100c last I heard.
If newbies are gettings SSed handed to them I dont think one would have
a hard time finding the cure.

Of course, since none of us have time machines there is still that
little problem of how long all these fucking god damn "little
challanges" take.
I can get a party off KI in my fucking sleep. Thats part of why its
SUCH a fucking pain in the ass. But it still takes about a half hour
thats added to every trip. And the huge pain in the ass of devoting 1/3
of my inventory to KI shit sucks too.

Well, Klur's viewpoint is one most appropriately called Luddite
<http://dictionary.reference.com/search?r=2&q=luddite>.
I find it difficult to believe that anyone with some degree of
intelligence can be so closed minded. The universe of CL isn't static.
The way you did things in the past isn't necessarily the way they will
be done in the future and there is NO evidence that the "game" will be
any worse for the wear if the portals are used to shortcut all that crap
you had to go through,
I recall that once upon a time people had to gang together and attack
cave bear for a place to live...boy, what ARE we thinking having premade
housing!! I can't imagine all the horrible ways I'm not living because I
have a car to get from here to yonder instead of that tried and true
shoe leather method that my ancestors used! Go Luddites!
Sheesh,
