Just what are the actual strengths of each government? The civlopedia
doesn't give much detail about what they do-- IE, how bad is
"problematic" corruption, or how likely is it for republics and
democracies to have citizens protesting war?

Not sure of the relation between the latter, but I always play democracy
as soon as I can, and if I've got courthouses, and latterly police
stations and Women's Suffrage it's not too bad fighting an extended war.
I try and make sure I take the enemy's luxuries early on (if I don't
have them from anywhere else), because that helps a lot. Conquered
cities seem to resent it for a long time, though.

I have to admit that I've yet to see much benefit from Democracy
over Republic. Usually when I make the switch my costs go *way*
up, revenues fall, and things don't really swing back into the
same position as Republic for quite a while.

With the earlier games, though, Democracy was pretty much the
obvious route to go, and gearing your research towards getting it
at the earliest possible time was a winning strategy.

Hmm. I find corruption and waste much reduced in democracy wrt republic
- except at distances far from a palace. People also seem happier - I
can rarely get away with < 20% luxury as a republic; I can often cut it
to zero under democracy - , and more productive, too. I must admit I
haven't checked the costs on the balance sheet, but keeping all other
things equal I have more net income after the switch.

I rarely put luxuries above 0%, and instead try to trade for as many
luxury goods as I can. That seems to do the trick, though I'm not
generally playing at the highest level.

Your workers get a boost with Democracy over Republic, though.
