The laser printers at work occasionally have a problem with a cartridge, and
changing it usually makes the streaking problem go away. (To save money, they
always use refills!)
I had another problem with a home Xerox machine that had been stored in a humid
environment. There were some lines of toner on the drum, and it apparently
wasn't caused by the cartridge. Per the suggestion of an office supply store
employee who sold similar copiers, I purchased some Kensington Lint-Free Wipes.
He had shown me how to remove the drum, so it was easy to gently wipe its
surface. For a couple of stubborn spots, I moistened the wipe with a bit of
silava.
I continued to use that same (original) cartridge for about another year before
it ran out of toner. Over three years later, I have had no more problems.
(Still on toner cartridge number two.)
I expect that you are aware that the coating on the drum is important
(selenium?), and that you could permanently damage it if you aren't careful. I
don't know whether alcohol would hurt it or not. If there was a stubborn spot,
I'd try water first and alcohol as a last resort. At that point, it may be
doing that or buying a new drum anyway!
