In Preferences, my fonts are Times and Courier, both version 3.5,
which came with OS 9.1. If I choose UTF-8 encoding, click OK, and
open Preferences again, it will have reverted to Western encoding.

After that, if I compose in Messenger, the Insert and Format menus
are grayed out. The only way I have found to get those menus back
is to delete the Netscape preferences file for that user.

What am I doing wrong?

Why switch to UTF 8? There were problems with that in Netscape 4.8.

If the Insert and Format menus are greyed out, then ensure you are
composing in HTML format
