Forget the command line. It is not necessary to know anything about the
command line to use the Mac OS.
Look at the "Spotlight" pane in System Preferences. Click the Privacy
tab and make sure that your external drive is not listed under the
"Prevent..." heading.
If your drive is listed, highlight it with a mouse click and then click
the minus sign at the bottom of the list. Quit System Preferences.
If your drive is _not_ listed, drag the icon of your external drive to
the Privacy list. Click "Show All" to exit the Spotlight pane. Then
return to the Spotlight pane / Privacy tab. Highlight the drive that
you just added and remove it by clicking the minus sign at the bottom
of the list to remove it again. You may quit System Preferences. This
procedure _should_ cause Spotlight to index your external drive--it
worked for me when I had the problem that you are experiencing.
