Running Mac OS 10.3.5, I notice a weird pattern of apparently
unavoidable substitution in, I believe, Cocoa (but not Carbon) apps.

If I enter the ligatured versions of "fi" or "fl" (shift-option 5 or
6), using the TrueType version of Lucida Bright, then just that
character is replaced with a glyph from a different font. In TextEdit,
I think it may be Lucida Grande; in Word 2004, it's Times New Roman. In
Appleworks 6, however, the Lucida Bright version appears as expected.

I do not believe this happened with at least the first few versions of
OS 10.3.

Any clue as to why or to a workaround?

I bet it did. What's changed is probably just the behavior of Word,
which now does Unicode and didn't before.

I'd need to see Lucida Bright in order to be sure, but my guess is that
this is not a Unicode compliant font and can be expected to misbehave
under Unicode. In any case you should not be using shift-option 5 or 6
in TextEdit or Word; when you type "fi" or "fl" the composite form
should be substituted. m.

Ooh, can us poor Office X owners get that for free (or cheap)?

I've noticed lately that the paranoid fear of computers becoming
intelligent and taking over the world has almost entirely disappeared
from the common culture. Near as I can tell, this coincides with
the release of MS-DOS.

No, we can get it for expensive. It's called Word 2004...

So (just like OS X), functionality updates are free, but when we
change the name, you have to pay, right?

:-)
