Install Windows 98 onto Virtual Pc

I can't get Windows (8 to Install on to my virtual PC drive. I follow, the
instructions put the CD in the drive and nothing happens Automatic set-up
does not start up.
Prompt say "install an Os on this drive.
Have I missed something.
