Actually not, Jobs, in his infinite generosity and forgiveness for not
busting up several grand on one or more Apple displays, also placed a
DVI connector, for which is usually included a DVI-VGA adapter cable, in
the box with the card. If the card DIDN'T come with one, they can be
purchased here for :

Also, one needn't pay $100 to escape from ADC to VGA:

The $100 device you're thinking of is probably the DVIator, which
converts FROM DVI, USB and DC power TO ADC:

But if you just want to connect a 3rd-party DVI display to an ADC port,

The only situation in which you're totally stuck is if you've got
something radically different from DVI, like DFP, EVC, OpenLDI ,P&D-A/D
