How much 'preparation' does she need to do to the pictures? If all she
wants is to crop, resize, adjust brightness & contrast, and remove red-eye,
I suggest using iPhoto. It's nowhere near as powerful as Photoshop
Elements, but it can handle all of those tasks well enough and is much
easier to use. And of course it's a good way to keep her photos organized.

iPhoto. Just select an album and use File -> Export -> Web Page. It'll
create the HTML files, thumbnails, and resized photos. It can also include
the titles and/or comments as captions. (For more control over the
appearance, add the shareware Better HTML Export plugin to iPhoto, and
find/create a custom template for her to use.) After exporting, all she
has to do is use an FTP program to upload the files to her web server. Or
if she has a .Mac account, she can just use iPhoto's Home Page button to

Mainly resize, crop, optimize. And iPhoto can't do anything other than
crop and redeye.

iPhoto approach is probably simplest.
