I am using outlook express to receive and send mail with my mac (G3)
computer. I have never had problems in the past 5 years with my system. I am
able to receive mail but I am no longer able to send out email. The message
is prohibited from sending out by the administrator. I called my internet
service provider and they checked on their end and said it wasn't part of
their problems. (I was able to send out messages using their web address).

I am using os 9.2 and outlook express 5.

Any help is appreciated.

Did your ISP run through all of the correct settings that should be in the
Tools > Accounts section of OE 5? I realise that you probably haven't
altered these settings, but all the same, it's useful to check. Sometimes,
deleting the account in the Tools > Accounts > Mail section and then
recreating with the correct settings can be enough to get you back on track.

Are you able to send a test message to yourself? Try that and report back
the exact error message (including the error number).

HTH,

Ricky
