What is the least convoluted way to restore OE email folders that have been
archived to a CD back into OE for reading?

Find your way to the Identities folder;
In OS X with Classic;
Macintosh HD:Users:Your name:Documents:Microsoft User Data:Identities:

Create a new folder (with a suitable name), put the contents;
(Database
Signatures
Schedules
Rules
Preferences
Messages
Mailing Lists
Location Settings
Database Cache),
of your previous id in there.

If you haven't set OE to open user accounts at start-up,
then next time you have OE open, Apple shift Q,
(or File menu, Switch Identity...)
Your suitably named id should be there to select (so here is a way to
quickly switch back and forth to older emails).

PS
A good idea to create a new one regularly anyway, say once each year, after
deleting unwanted emails, attachments, etc. for that year, compressing, and
removing "old" named files, then duplicating the named id folder, changing
the name to "Your ISP 2008"?
Then have another go at removing anything older than a month ago (for a
small overlap), ctrl clicking on newsgroups, Empty Cache, and compressing
again.
