I have a file tech.mpp, which is a Microsoft Project file. To view it, I use
a viewer from www.steelray.com.

The icon for the file is presently a StuffIt icon. Its type is bzy8 and
creator is blank.

A Get Info shows Open with: "not applicable"; I have read & write permission.
If I try to associate it to Steelray using Get Info > Open With > Other >
select Steelray, I get an error "You don't have privleges to change the
application for this document only. Do you want to change all similar
documents to open with Steelray Project Viewer?" If I choose Continue, I get
an unexpected error -10814.

If I attempt to delete the file, I get an error "The item tech.mpp is being
used by another task." I can delete it, however. Even doing an Option copy
gives me this error.

The file is on my Desktop, and in Terminal an ls -l shows the same
permissions as other files: -rw-r--r--

Any idea what's going on?

the file is 'busy' and probably due to an incomplete or otherwise
failed download. all the other errors are due to this. since you say
you can view it, just change the creator to whatever microsoft project
uses.

<a style='text-decoration: underline;' href="http://developer.apple.com/technotes/tn/tn1142.html" target="_blank">http://developer.apple.com/technotes/tn/tn1142.html</a>

Developers can designate certain files as "busy" files. Busy files
are files that are in the process of being created or copied,
regardless of whether File Manager has them open. The Finder will
treat any file whose type is set to zero or to a type within the
range 'bzy ', 'bzy!', ..., 'bzy?' as a busy file and will not
attempt to change its type or creator. The range 'bzy ', 'bzy!',
..., 'bzy?' is provided for developers wishing to animate a file's
icon during its creation.

It sounds like some process has not finished creating the file. The file
type of bzy8 sounds like a progress value (bzy0 to bzy9, bzy = busy??),
although I am not too sure. Did you try logging out and then back in
again?

You could try using Terminal and do the command "lsof | grep tech.mpp".
It may identify the process still using it.<!-- ~MESSAGE_AFTER~ -->
