Take a look at the "default workbook template" topic in XL Help.
Essentially:
create a workbook with the view and formatting that you want, save it
*as a template* with the filename "Workbook" (no quotes, no extension)
in the Startup folder.
By default the startup folder is
HD:Applications:Microsoft Office 2004:Office:Startup:Excel
though you can assign a different folder in Preferences/General.
