First decide exactly which model "G4" you have, then make sure its
firmware is up to date. Also ensure that the disk you're installing on
is OK (run Disk Utility from the Tiger install DVD to erase the disk and
then "verify" it).
I don't see why you would "have to" boot with the Option key. A Mac will
boot from the volume that is defined to be the startup volume or, when
it cannot find that, from another bootable volume that it finds.
It might be that your version of Mac OS 9 needs updating. IIRC only
since Mac OS 9.1 (maybe plus some smaller updates, available through
Software Update) do you get a Startup Disk control panel that can even
recognize Mac OS X bootable volumes.
