The iTunes player application is available for free download from Apple's
web site, for both Mac and Windows.

Apple does not have an MP3 download site.

Apple has the iTunes Music Store, which allows people to buy & download
music in _AAC_ format, not MP3. AAC gives better compression than MP3,
meaning you can get smaller files with the same sound quality.

Canadians cannot buy from the iTunes Music Store, unless you happen to have
an American credit card with a billing address in the U.S.<!-- ~MESSAGE_AFTER~ -->

Not officially. The iTunes music story requires that you have a credit
card with a billing address in the US. If you have one, you can use the
store from outside the country even thought this is not within the
letter of the user agreement.

Apple is said to be negotiating for the right to sell songs online in
Canada and Europe - some sites are saying spring 2004, others are hoping
for an announcement at MacWorld in January.
