As is almost always the case in the wonderful world of computers, the
best answer is 'it depends'.
Assuming the LaCie is either USB2 or Firewire, and the PC (which I
assume is running some version of Windows, and not Linux (etc)-- you
didn't mention) has hardware support for that interface AND an operating
system version recent enough to include support for that interface (such
as Win XP), then it should be relatively straightforward:
-- connect the drive to the PC; because it's formatted for Mac and
Windows doesn't read Mac drives (without special, 3rd-party software),
it won't show up in My Computer.
-- in WinXP or Win2000, located the Administrative Tools and choose the
Computer Management item. Click on its Storage/Disk Management (in the
left-hand pane). The drive should (eventually) show up in the list in
the lower-right hand pane. Right-click and select Format from the pop-up
menu.
Good luck!
