You can define any number format you want in RagTime. I'm using RagTime
Solo 5.6.4 fro Mac OS X.
Choose menu 'Windows' > 'Auxiliaries' > 'Value Format Editor' to open a
window that lets you define a named Value Format of choice.
Use 'wildcard' characters in your definition to fine tune the
appearance. A full description of the available 'wildcards' can be found
in RagTime's excellent, albeit somewhat over-hyperlinked, help files.
It's in chapter 16: 'Values and References' (more specifically, in
sections 16.8 - 16.17)
