Log out, log back in. A restart is probably not necessary.

I have been having the same problem with my dock (10.4.7) hidden at the
bottom of the screen.

Your question motivated my to adjust my display using the vertical size
control (decreasing the amount of display on my bargain-brand 17" CRT).
That worked. The dock now pops up reliably when the pointer is at the
bottom of the display.

I don't much care for the display's appearance now, however, so I am
going to reset it back to what it was and continue using keyboard
navigation to access the dock (control-F3). That works quicker, anyway.

I haven't experienced this problem, but does hitting Apple-Option-D
(I think) to toggle the Dock help? You can hit it again to set the
default back to what it was.

This sometimes happens temporarily. Restart computer. If it does
not happen with no other apps started, look again at the Sys
Prefs to see if they look as you set them. Where have you got it
set, at bottom of screen? Your OS? Your machine and monitor and
card?

Quit all programs. That seems to fix it when it happens to me.

open a terminal type "Killall Dock" and press enter. This should restart the dock.
